Vaccine funding defaults, expanded suburb search, and calendar fix

A handful of improvements that make day-to-day use smoother:
- Non-NIP vaccine funding type defaults to Other — when recording a vaccine that isn't part of the National Immunisation Program, the funding type now defaults to "Other" so you don't have to pick it manually every time.
- More suburbs available on public bookings — we've expanded the suburb list so customers searching for your pharmacy are more likely to find it.
- Calendar agenda view scrolls again — a bug that stopped the agenda view from scrolling has been fixed.
